Does this cost me anything?
Other than parting with your junk UTXOs, there is no additional cost as you are not submitting a transaction. You are simply providing a signature for the UTXOs to be spent, so they will remain in your wallet until enough are aggregated together to be spent.
How can I give the same UTXOs to multiple groups?
When you sign the transaction, you are saying that your UTXOs can be spent in a transaction that pays the group so many sats. The transaction doesn't execute until there are enough to pay those sats and the fee for the transaction. By signing for multiple groups, you allow your UTXOs to be included wherever they are needed to make up the difference, possibly even separating them in different transactions!
What do you mean by "one-time-use" inscriptions? What makes these "junk"?
BRC-20 operates on an account-based system. The tokens you have are assigned to your wallet address. This is why you need to create a transfer inscription to sell or transfer; the tokens are re-assigned to that UTXO and can be moved. As a result, any inscription by which you receive tokens (mint or receiving a transfer), no longer has any use. The tokens aren't in the inscription anymore; they are assigned to your wallet address.
